FMCSA Adds Regulatory Guidance
If a driver schedules and attends a physical examination at a time
of his or her own choosing, the time can be recorded as "off
duty" on the driver's hours-of-service log, but if the employer
directs the driver to go at a certain time, it's "on duty not
driving."
In addition to medical examinations, the new, official regulatory
guidance addresses issues related to cargo securement, agricultural
exceptions, and commercial driver's licensing affecting interpretation
of 49 CFR sections 383.5, 393.130, 395.1, and 395.2. Read More Here
Study: Parking Situation Likely To Get Worse
A recent study commissioned by the FMCSA found that the parking situation
is bad and is only getting worse. The study concluded that:
1. There are regional parking shortages. Drivers' desire to drive
as much as possible in a day while remaining legal under the hours-of-service
rules, and may run out of available driving hours with no legal parking
available nearby. As a result, drivers sometimes park on the shoulder
of a highway or ramp.
2. The parking shortage is likely to get worse due to growth in the
trucking industry, leading to increased demand for parking.
The study concludes that solutions to the parking situation include:
Increasing the supply of spaces by creating new lots, using weigh
stations and park and ride lots, and relaxing time limits;
Giving underutilized spaces more lighting and better layouts; and
Using technologies that provide up-to-the minute information on parking
